Certainly a business cannot exist without competent managers. In a small company, the manager may also be the entrepreneur, but usually the model is that the entrepreneur is the one who owns the resources, bears the risk, and sets the trend. The manager is the person who manages the business in a manner determined by the entrepreneur. Entrepreneurs are usually visionaries, while managers are doers.
There are three types of managers: democratic, autocratic, and liberal. Of course, one can never find a pure type, it is always a combination, but one type always prevails.
